She was born August 16, 1971, to Robert B. and Janice L. (Schroeder) Harvey, Jr. in Casper, Wyoming. She lived with her family in Rock Springs, WY; Laramie, WY; and Fort Collins, Colorado. She graduated from Rocky Mountain High School in 1989. In 1994, she was a graduate of Colorado State University where she earned a double major with a Bachelor of Arts in Anthropology and in Psychology. After graduation she worked at Children's World Learning Center, Poudre School District, Shopko, and Hobby Lobby. She worked at Scuba Schools International located in Fort Collins from 1998 to 2000. She was certified as both an Open Water Diver and Enriched Air Nitrox Diver in 1999. On June 26, 1999, she married Terrell Lane Hastings of Greeley, CO. They lived in Fort Collins for part of a year before moving to Greeley in 2000 where she taught middle school at Dayspring Christian Academy until June of 2002 when she left to raise her daughter Abigail "Abby" at home. After her two children were in elementary school she was a substitute teacher for grades K-5 at their school, Frontier Academy Elementary School in 2011 and in November of 2011 she was hired as a fulltime Fourth Grade para-professional. She began homeschooling Abby in 2014 and eventually tutoring her while enrolled in an online high school, Colorado Online Virtual Academy, until her graduation in 2020. Robin worked as the Administrative Assistant for the Area Agency on Aging of Weld County from August of 2021 up until her death.

Her faith in and relationship with Jesus Christ was an important part of her daily life. She has been a member of Mountain View Evangelical Free Church since 2013. She was a great photographer who loved to take pictures of her family, friends, and wildlife; especially moose. She enjoyed tent camping and going on drives to look for moose. She was a scrapbooking consultant for Creative Memories, 2005 to 2013 and became a consultant for Close-To-My-Heart in 2014 and was active up until her death. She loved attending scrapbooking crops where she could spend part of a day using her creative talents to make photo scrapbooks of her family while visiting and sharing her sense of humor with close friends. She loved to read and to assemble puzzles.
